State Grant Programs
The provides grants up to $6,000 annually to foster children to help pay for education beyond high school at any college or university throughout the continental United States. The grant recipient must have signed an agreement with the Department of Children and Families for care and services beyond age 18.
Foster Child Grant Specific Eligibility Requirements:
- Be placed in the custody of the Department of Children and Families through a Care and Protection Petition.
- Be under the age of twenty-five at the start of the academic year,
- Have a signed voluntary agreement with the Department of Social Services that outlines the terms and conditions for receiving aid.

offers need-based financial help to undergraduate students living in Massachusetts. Students must enroll full-time with at least 12 credits each semester and meet the SAI requirements to qualify for this grant.
will notify students of their eligibility. Students must promptly submit any required forms to OSFA; failure to do so could jeopardize their award. Salem State is not responsible for the estimated award if payment has not been received.

MASSGrant Plus
If your family makes approximately $85,000 a year*:
Whether you are a full-time or part-time student enrolling in or attending a public four-year college or university, covers the full cost of your mandatory tuition and fees.
While MASSGrant Plus does not cover room and board, it can provide funds for other expenses to help you complete your degree. The grant provides an annual allowance of up to $1,000 for books and supplies.
If your family makes approximately $85,000 and $100,000 a year*:
If you are a full-time student, your tuition and fees may be reduced by up to half of your out-of-pocket expenses.
- This estimate is based on the adjusted gross income of a family of four (your income after taxes and other deductions) and does not include assets (money or property you already have).
MASSGrant Plus Expansion
MASSGrant Plus Expansion increases the available funds for current beneficiaries of the MASSGrant Plus program and provides financial aid to students who do not currently qualify for MASSGrant Plus.

The provides funds to cover extra costs, such as mandatory fees and non-state-supported tuition. Eligibility is determined by students' SAI and available funding. Students do not need to be enrolled full-time to receive this grant, but the grant may be prorated or canceled based on the number of credits they are enrolled in.
The is available to degree-seeking (matriculated) students enrolled in at least six credits but fewer than 12 credits (6鈥11.5 credit hours). Eligibility is determined by students' SAI and available funding.
The was established for students who have experienced the loss of a parent and/or spouse killed or missing in the line of public service duty in the Commonwealth of Massachusetts.
The Public Service Grant Program is the only scholarship program that is not based on demonstrated financial need but on entitlement.

The is a non-need-based grant for paraprofessionals currently working in Massachusetts public schools who wish to become certified full-time teachers.
Recipients must file the annually. To apply, students must complete the Paraprofessional Teacher Preparation Grant on the.
Paraprofessional Teacher Preparation Grant Specific Eligibility Requirements:
- Enroll in an undergraduate degree program (full-time or part-time) leading to teacher certification at a Massachusetts public college.
- Be employed for at least two years as a paraprofessional in a Massachusetts public school.
- If employed as a paraprofessional for less than two years, a student may qualify for the grant only if their undergraduate course of study leads to teacher certification in high-need fields such as Math, Science, Special Education, foreign languages, or Bilingual Education.
- Recipients must sign a Terms and Conditions Statement requiring the student to work as a full-time teacher in a Massachusetts public school. The commitment period ranges from 2 to 4 years. Failure to fulfill the required service will result in repayment of funds as outlined in the agreement.
State Tuition Waiver Programs
Tuition waivers are based solely on the day college tuition amounts. Evening (Continuing Education) classes will not count towards the enrolled credit hours for purposes of these waivers. Waivers may be prorated or canceled based on the number of day course credit hours a student is enrolled in.
The aims to reduce the financial burden on adoptive parents in the Commonwealth. This waiver applies to all children and young adults aged twenty-four or younger who are adopted through DCF by state employees or eligible Massachusetts residents, regardless of when the adoption took place.
DCF Adopted Child Tuition Waiver Specific Eligibility Requirements:
- Be 24 years old or younger at the beginning of the academic year.
- Be in the custody of the DCF and have been adopted by an eligible Massachusetts state employee or an eligible Massachusetts resident through the DCF.

DCF Adopted Child Tuition Waiver Specific Eligibility Requirements:
- Be twenty-four years of age or younger at the start of the academic year
- Be a current or former foster child who is placed in the custody of the state through a Care and Protection Petition, or
- Be a child whose guardianship was sponsored by DCF through the age of 18
- In the custody of DCS for at least twelve months

The is a non-need, merit-based, state-supported waiver awarded by the Massachusetts Department of Education to recognize high academic achievement.
Koplick Certificate Specific Eligibility Requirements:
- Be a permanent Massachusetts resident
- Be enrolled in a public high school in Massachusetts. Students who have graduated from high school are not eligible to apply
- Score "Advanced" on at least one grade 10 MCAS test subject, and score "Proficient" on the remaining sections of the grade 10 MCAS
- Fulfill additional requirements through one of the following combinations covering both arts/humanities and mathematics/science:
- 2 AP exams with scores of 3 or better;
- 2 SAT II exams (Minimum score dependent upon the subject area. Scores are listed on the Koplik application);
- 1 SAT II exam and 1 AP exam; or
- 1 SAT II exam and one other achievement or
- 1 AP exam and one other achievement
- Students must be enrolled full-time (12 or more credits)

State Scholarship Programs
provides funds to behavioral health students to complete graduate-level degree and certificate programs and apply newly acquired skills in high-need behavioral health settings in Massachusetts.鈥

was established in 1972 by the Massachusetts State Legislature to recruit students in the 10th and 11th grades whose socio-economic backgrounds and environmental conditions may inhibit their ability to attain educational goals. The students who are selected for this program must have overcome significant adversity in their lives (i.e., physical or mental abuse, catastrophic illness, etc.). Obstacles may be mental, physical, geographic, or societal.
Massachusetts students who demonstrate academic promise and a desire to attend a postsecondary institution may receive up to 50% of their calculated need at a college of their choice in the continental United States.

Students who transfer directly to Salem State University within one year of graduating from a Massachusetts State Community College with a MassTransfer associate's degree and a GPA of 3.0 will be eligible for a scholarship covering the in-state day tuition rate. Students must enroll as day students and remain continuously enrolled for all four semesters of eligibility.
To retain the scholarship for the second year, students must remain day students and maintain an overall GPA of 3.0 at Salem State.

This scholarship makes it more affordable for those enrolling in a baccalaureate program or post-baccalaureate coursework who intend to obtain their teaching license to pursue a career in a Massachusetts K-12 public school.
Scholarships of up to $25,000 per academic year will be awarded to each student, subject to the availability of funds, which may affect the amount awarded. The scholarships may be used to cover educational expenses that make up the Cost of Attendance (COA), including, but not limited to, tuition, fees, room and board, books and supplies, transportation, childcare, and personal expenses.
Undergraduate students may receive scholarship funds for up to 4 years maximum or 8 semesters. Students pursuing post-baccalaureate coursework may receive scholarship funds for up to 3 semesters maximum.
Tomorrow鈥檚 Teacher Scholarship Specific Eligibility Requirements:
- Physically reside in Massachusetts for at least one year, as of the start of the enrolled term, with an intent to remain in Massachusetts consistent with Board of Higher Education policy; and
- Has not earned a prior baccalaureate degree, or the equivalent, except for those pursuing or intending to pursue post-baccalaureate coursework in an approved educator preparation program at a Massachusetts 4-year public institution of higher education鈥
- Enroll, as a matriculated student, in an undergraduate or post-baccalaureate degree program, full-time (minimum of 12 credits, or the equivalent), unless otherwise agreed upon, in an approved course of study that meets the licensure requirements for employment at a Massachusetts public elementary or secondary school.
- Tomorrow鈥檚 Teachers recipients cannot be eligible for or receive funds from another workforce financial aid program, such as the Early Childhood Educators Scholarship, High Demand Scholarship, or the Paraprofessional Grant. Although you may apply to multiple programs, you can only receive funding from one.
Scholarship Conditions and Recipient Responsibilities:
Students will need to agree to the following terms and conditions via the online application:
- Acknowledge that this scholarship is considered repayment through service. If that commitment is not fulfilled, the scholarship reverts to a loan that must be repaid by the scholarship recipient under the terms of the Scholarship Promissory Note.鈥
- Acknowledge the set forth repayment through the service schedule, that one year of teaching will forgive one year of scholarship.鈥
- Complete the scholarship application and sign a promissory note annually to continue scholarship funds.鈥
- Provide an official transcript after each academic year to confirm continued eligibility requirements for the program of study and progress toward degree completion. Incoming first-year students are required to submit a declaration of their major from the institution鈥檚 registrar鈥檚 office.鈥
- Sign a scholarship agreement to "obtain the appropriate certification in accordance with Section 38G of Chapter 71鈥 and 鈥渃ommit to teaching for four years in a school district, as defined in Section 2 of Chapter 70, in the commonwealth.鈥 Failure to complete the required four-year teaching service will result in a repayment of funds as defined in the agreement.鈥
- Become employed as a teacher of record within twelve months of degree completion or the completion of post-baccalaureate coursework in an approved educator preparation program.
- Annually provide proof of employment to document fulfillment of the service obligation.
